Violation des droits humains en Autriche

En Autriche, le 21 mai 2008 à 6 heures du matin, des officiers de police lourdement armés, appartenant à une unité d’élite, ont pris d’assaut des domiciles privés ainsi que les bureaux d’organisations non gouvernementales. Des policiers cagoulés ont enfoncé les portes et cerné des civils terrorisés dans leur lit sous la menace de leurs armes. Dix personnes ont été arrêtées ; à ce jour, elles sont toujours détenues, sans que des chefs d’accusation précis leur aient été signifiés. Le ministre de l’Intérieur a affirmé que « l’action de la police n’était aucunement dirigée contre le bien-être animal, ou contre les associations qui œuvrent en sa faveur. » Pourtant, la saisie d’ordinateurs, de documents, et d’autres matériels a effectivement paralysé les associations concernées. Nous attirons l’attention des médias sur le fait qu’Amnesty International (1) et le parti des Verts autrichiens ont réagi avec force, mettant en cause les méthodes de la police et le traitement des détenus, en particulier l’absence d’éléments probants justifiant une « forte suspicion » (dringender Tatverdacht) ou le « motif d’arrestation » (Haftgrund). Les témoignages des détenus sont alarmants : voir par exemple cet appel de Martin Balluch daté du 9 juin dernier (2). Ces dernières années, d’importantes réformes législatives concernant les animaux ont été obtenues en Autriche, parmi lesquelles l’interdiction de l’élevage pour la fourrure, de l’élevage de poules en batterie, et de la détention d’animaux sauvages dans des cirques. Ceux qui ont obtenu des avancées qui sont un exemple pour le reste du monde doivent-ils se voir imputer tous les cas non résolus de dégâts matériels survenus en Autriche au cours des onze dernières années ?

Il importe particulièrement de se mobiliser pour les droits des animaux car ils ne peuvent pas se défendre eux-mêmes. Nous devons le faire pour eux. Les animaux, comme tous les êtres sans défense, dépendent de cette protection. » (Elfriede Jelinek, prix Nobel de littérature 2004) (3) Des associations oeuvrant en faveur des animaux, qui ont toujours agi pacifiquement et dans la légalité, doivent-elle voir leur fonctionnement entravé par la saisie de leur matériel ?
